This paper presents the Responsibility Collapse Model, transforming the everyday observation of “not my problem” into a computable probabilistic agent framework. The core propositions are: humans are not intrinsically good or evil, but environmentally-driven probabilistic agents; “not my problem” is not a moral defect but a rational response to risk-reward asymmetry. Through the seven-factor responsibility axis (R1–R7), we construct the Responsibility Coefficient R and establish the Three-Tier Thresholds to quantify responsibility levels into green/yellow/red zones.
